The prime minister said he will appoint a multi-party parliamentary committee (with a likely Liberal majority) to examine the alternatives and make recommendations. Then cabinet will decide what to bring to Parliament, all within 18 months. I strongly believe that the government does not have the moral authority to engineer such a fundamental change to our democracy, unless it receives the approval of the people in a clear referendum. Anything less would lack legitimacy and undermine confidence in our electoral process. The people must have the final say on how our governments are elected.
